Constructed in 1969, the old Milpitas City Hall had exceeded its useful life and was no longer able to effectively serve the community. The building was seismically unsafe, crowded, inefficient, and not easily accessible to the disabled. A study was made of either salvaging the existing building or building a new structure. In 1993, the City Council decided that a new structure was needed, having determined that refurbishing the City Hall was too costly and would still leave the City with a building that did not serve all of its needs. In 1998, the Council included the project in the Capital Improvement Budget.

In January 1999, the Council accepted the space needs analysis and adopted a specific project for a 57,000 square foot building that met the following objectives:

• Provides for a clear and easy public access for all of its citizens

• A building that is seismically safe

• Creates a One-Stop Public Service Counter

• Designed to meet the needs of the City for the next 40 years

• Building Architecture which reflects City's position in Silicon Valley

• A building that is wired to meet tomorrow's technology needs
