Housing and Neighborhood Services

This division ensures that residential, commercial and industrial properties are maintained in accordance with regulations of the Municipal Code and Uniform Housing Code and administers the Graffiti Abatement Program, the Abandoned Vehicle Abatement Program and the Animal Control Ordinance. This division also administers the Community Development Block Grant (CDBG) and the City's Housing Rehabilitation Loan Program to benefit low income residents.

Homeownership Programs

The mission of Homeownership Programs is to provide affordable housing opportunities by offering below-market interest rate mortgage loans to very low-to-moderate income first-time homebuyers. The Program strives to achieve availability of mortgage funds 365 days a year, an equitable geographic distribution of its loans throughout the state, and equal balance between newly constructed and resale homes. There are several unique features and programs offered which may fit the need of the prospective buyer.
