The Neighborhood Beautification Ordinance was adopted to enhance the quality and appearance of our community. It requires a minimum level of upkeep for properties and prevents activities that detract from a residential atmosphere.

Neighborhood Beautification Resources

If you do not have all the resources needed to comply with the City ordinances related to Neighborhood Beautification, the following City-sponsored programs are available to help you:

  • Lend-a-Tool Program - A variety of gardening and hand tools are available for your temporary use FREE of charge. Please call (408) 586-3074 for information.
  • Neighborhood Beautification Volunteers - Volunteers are available and ready to assist you in beautifying your home or neighborhood. If you want to request volunteer assistance or be a volunteer yourself, please call City of Milpitas Volunteer Program at (408) 586-3207.
  • Housing Rehabilitation Loan Program - The City uses Federal Community Development Block Grant (CDBG) funds to provide loans at 0% or 3% interest rates and up to $50,000 to qualified low- and very-low income homeowners. This program is for extensive home repairs with the goal of beautifying the City's neighborhoods through the conservation of existing housing stock. Please call (408) 586-3075 or 586-3073 for information. 
  • Vehicle Abatement Program - The City is currently receiving temporary funding from the Abandoned Vehicle Abatement Service Authority (AVASA) for removal of abandoned, dismantled, and/or inoperative vehicles from private property FREE of charge. Please call (408) 586-3073 for more information. 
  • Graffiti Terminators - Volunteers called "The Terminators" are available to cover graffiti on private property FREE of charge as long as it is accessible and no more than 6 feet off the ground. Volunteers use neutral colors that may not match existing paint, however, if you already have matching paint, you may supply it for the use of the volunteers on your property. To request volunteer services and obtain a waiver, please call (408) 586-3078. The City also welcomes new volunteers. 
  • Garbage Container Collection Service for Disabled Persons - If you have difficulty moving your solid waste containers to the curb for pick-up and back out of public view due to a disability, the City offers backyard garbage, recycling and yard waste collection service at NO EXTRA COST. To obtain an application, please call (408) 586-3073.

Goal of the Awards
The Neighborhood Beautification Awards Program was established in 2000 to recognize and reward City of Milpitas residents, property owners, neighborhoods and community groups for improvements and maintenance of their properties or neighborhoods within public view.

The Neighborhood Beautification Awards Programs purpose
is to build a sense of community in keeping Milpitas
a beautiful place in which to live and work.

HAVE YOU NOTICED!

A neighboring home, business or the effort that an organization has invested into the City of Milpitas!
Nominate yourself, a resident, community group, club, homeowner association, apartment complex, multifamily units, mobile home, business or a school within Milpitas.

Categories
Residential Categories are to be selected from four sections, which are Hillside Area, East Valley Floor Area, Central Area, and West Area. All properties will be judged on their visible aesthetic appearance from the street.

  1. Attractive Single Family Residence: This category focuses on a single-family home.
     
  2. Attractive Multifamily Units: This category focuses on mobile homes, apartments, and duplexes etc.
     
  3. Attractive Homeowners Association Residence: This category focuses on residential homes that pay homeowners association dues.
     
  4. Attractive Non-residential Property: This category focuses on non-residential properties.
     
  5. Building a Sense of Community: This category focuses on how an organization, school, club, group or person has created an environment that positively impacted the neighborhood.

Nomination Form and information are available at all City public facilities and  on the City web site (PDF 230KB).

Shopping Cart Ordinance

The City of Milpitas Shopping Cart Ordinance will be strictly enforced. The Shopping Cart Ordinance states that,

  • It is unlawful to either temporarily or permanently remove a shopping cart from a business premises or parking lot.

  • Written approval from the owner or manager of the business establishment for cart removal will be valid for a period not to exceed 72 hours.

  • Fines for unauthorized cart removal will result as follows;

1.

First violation is subject to a fine not to exceed $100.00

2.

Second violation within the year is subject to a fine not exceed    $200.00

3.

Any additional violation within the year is subject to a fine of $500.00

 
The local businesses have also been informed of this ordinance. They are required to comply by taking measures to prevent shopping cart removal and provide a cart retrieval plan that meets City approval/ or enter into a contract with a City designated cart retrieval service. Noncompliance from the business owners/managers is subject to a civil fine of $1,000.00 and an additional fine of $50.00 for each additional day of noncompliance.
