Police Records
The Records Unit manages the public lobby information counter, fingerprinting, and case preparation for the Court Liaison Officer. Records Management includes the preparation of case files for all police reports prepared within the Department. Current and historical files are maintained in accordance with the California laws addressing the storing and maintenance of public records. This unit is also responsible for maintaining the traffic citation files and processing parking tickets for the traffic courts, and for systematically microfilming hard copy records. The Unit is comprised of eight civilian Record Clerks, a front desk telephone operator, the Court Liaison Officers and part-time interns.
Court Liaison Officer
Currently, the Court Liaison Officer is filled by two employees participating in a job-share program. The Court Liaison Officer prepares and files criminal cases with the District Attorney's office, and is the primary contact point between the courts and the police department. All Officer court notices and subpoenas are processed through this position.
Communications

The Police Communication Center provides twenty-four hour service, year around, for police and fire calls for service. The Communications Center is securely housed in the Police facility, and is staffed by civilian police employees. After hours, weekends and holidays the Communications Center answers business telephone lines as well as the emergency lines for both police and fire. All 9-1-1 telephone calls, and select local cellular calls, are also answered in our Communications Center.
Property Officer
The Property Officers are responsible for maintaining and storing all property taken into custody of the Police Department. Case evidence, trace evidence, property held for safe keeping and found property is stored, tracked and maintained. The ultimate disposal of all property is completed by these employees. Legal mandates address the disposal of "found" property, narcotics and dangerous drugs, firearms, and other items of value. The property officers are also responsible for the meticulous record keeping that comes under scrutiny, in criminal cases, for property items and evidence which is introduced into evidence in criminal cases. The property officers are also responsible for transferring and transporting evidence to and from the County Crime Lab.
Police Volunteer Program
The City of Milpitas implemented a volunteer program in 1995. The police department has used volunteers sparingly - due largely to the sensitive and many times confidential nature of information routinely processed within the department. Volunteers have been used to assist with the weekly fingerprinting of Milpitas residents who may need sets of rolled fingerprints for citizenship applications, employment applications, or certification in one area or another. The Senior Volunteer Program is a new unit providing services for people in Milpitas. This program is for people who are over 50 years of age, receive training and wish to volunteer their time assisting within the police department. Additionally, the Investigation Bureau has used the services of a volunteer sketch artist who works with victims of serious crimes in order to try to develop a composite of the suspect or suspects. The Youth Service Bureau
The Milpitas Youth Service Bureau is the local investment of one police supervisory person to a coordinated effort to keep our local youth out of the criminal justice system. The Sergeant works with the youth and their families, provides resources for the families or youths, offers counseling, makes referral to counseling services, provides parenting skills training, assigns youths to community service projects and hours, conducts substance abuse prevention training and offers theft prevention courses. This police employee works closely with the Milpitas Unified School District, the school attendance officer, and other police employees to provide a high level of services for families and at risk youth.
