Community Development Block Grants (CDBG)

Every Fiscal Year the City of Milpitas receives CDBG funding from HUD. The CDBG funds are to be used as grant money to fund various projects. Individuals and organizations must submit an application to apply for grant funds. Applications are collected and reviewed annually by the Community Advisory Commission (CAC). The CAC will hold a public hearing to review the applications and make recommendations for City Council. City Council makes the final determination regarding grant funding for each application.

According to Federal Regulations, a maximum of 15% of the total funds received can be used for public service activities, the balance (65%) should be used for non-public service activities, and a maximum of 20% can be used for administrative activities. Public Service activities include: child care, job training, education programs, fair housing activities, services for seniors or homeless persons, etc. Non-public services include: new construction, acquisition of land or existing buildings, rehabilitation, installation of improvements or facilities, etc.

In addition to the Federal Regulations, the City Council has established the following policies: 25% of the public service funds must be spent within the City of Milpitas, a $5,000 minimum recommended funding level per applicant, and $25,000 for Fair Housing Services ($10,000 from RDA). The City Council also established funding priorities to assist the CAC in reviewing the applications. The funding priorities thru 2011 are, in order of preference:

Grant Application Process:

On December 30, 2011, the City of Milpitas will open its application process for the Community Development Block Grant Program for Program Year July 1, 2012 to June 30, 2013. The deadline for receipt of the completed application is Wednesday, February 1, 2012 at 5:00p.m. To be eligible for funding you must be a non-profit organization and the project must meet one of the National Objectives: 1) benefit low and moderate-income persons; 2) aid in the prevention of slums and blight; or 3) meet an urgent community need.

Please note the following three significant dates as you may not receive further advisement.

February 1, 2012 by 5:00 p.m. Application Deadline (NO exceptions)
March 7, 2012 Community Advisory Commission to hold public hearing to review CDBG applications and prepare recommendations for City Council.
April 17, 2012 City Council to hold public hearing to review CDBG applications, Community Advisory Commission recommendations and to establish funding levels.

Consolidated Annual Performance & Evaluation Report (CAPER):

The City of Milpitas Consolidated Annual Performance Evaluation Report describes;

  1. City’s low and moderate income housing and community development activities carried out during the past fiscal year 2007-2008,
  2. the funding resources that were made available for low income activities and
  3. the number of low income households who received assistance with housing related needs. Copies of the CAPER are available for a 15-day public review and comment period during the month of August at the Milpitas City Hall Public Information Counter and Milpitas Public Library. A public hearing for review and approval by Milpitas City Council is held every September. The CAPER is required to be submitted to Department of Housing and Urban Development (HUD) by end of September each year.

Draft Action Plan:

The City of Milpitas One-year Action Plan describes the eligible programs, projects and activities to be undertaken with the CDBG funds expected to be available for FY 08-09 and their relationship with the priority for housing, homeless, and community development needs. Copies of the Draft Action Plan are available for a 30-day public review and comment period during the month of March/ April at the Milpitas City Hall Public Information Counter and Milpitas Public Library. A public hearing for review and approval by the Milpitas City Council is held every April. The Final Action Plan is required to be submitted to Department of Housing and Urban Development (HUD) by May 15th of each year.

Housing Rehabilitation Program:

The City uses Federal Community Development block Grant (CDBG) funds to provide low interest loans, 0% or 3%  rates for up to 90% of equity to qualified low and very-low income Milpitas homeowners. This program is for eligible extensive home repairs with the goal of conserving and improving existing housing stock.
