Take advantage of our pre-application process to meet with City staff, review the requirements and verify your application needs.

Affidavit of Notification and Mailing
This outlines the applicant’s and City's responsibilities with regard to notifying all owners and residents within a specified radius (depends on the application) of the project site if the project requires a public hearing.
Agreement for Payment of Costs of Development Application Processing
If your application requires a Private Job account, this agreement must be completed and signed to ensure the City’s cost recovery.
“C.3” Fact Sheet - Stormwater Controls for New Development
This document contains facts about regulations for Stormwater Control and tips on implementing a control plan cost effectively.
Commercial LEED Form
This document contains ways to make a commercial building “green”; the form must be completed and submitted with all new commercial development.
Environmental Information Form
This document must be completed for all applications to assist the Planning Commission or City Council in determining if the project is subject to the California Environmental Quality Act.
Large Family Child Care Home Questionnaire
This document is required for those wanting to establish a large family child care home facility within the City.
Planning & Zoning Application
This is the official planning & zoning application, and must completed for all projects.
Administrative Review
Administrative permits are reviewed by Planning Staff in accordance with the Zoning Ordinance. Administrative permit applications are submitted at the Planning counter. These applications can often be reviewed the same day, but may require additional time to evaluate, depending on the scope and scale of the request.
Discretionary Review
Discretionary case applications are submitted at the Planning counter and require additional review time. Depending on the type of application, it may be reviewed by the Planning Commission Sub-committee, Planning Commission or the City Council. There are times when an application requires review by more than one public hearing body.
Temporary Event
For temporary events that are fewer than three (3) days in duration and do not propose any sound amplification may be approved by staff.
Provision C.3 Data Form
This document must be completed for any projects that are replacing or adding impervious surfaces.
Sewer Needs Questionnaire
This document must be completed for all applications to determine water and sewer needs of the development.
Special Event & Activity Information and Application Packet
Any temporary event or activity sponsored by a business, shopping center or organization which is held outside the confines of a permanent building.
Telecommunications Questionnaire
This document must be completed for all Telecommunications Antenna applications to determine if the project is subject to review by the Telecommunications Commission.
Temporary Promotional Sign Application
This document contains the rules regarding temporary promotional signs and must be completed by any applicant wanting to temporarily display a sign.
