Public Participation
Community involvement with the Draft Library Needs Assessment released in June 2002, and at every stage since, is the vital link that helped to plan a library space, develop the design, and include public art in a new library that meets current and future needs for Milpitas.  Seven City commissions have contributed to decisions about specific aspects of the new library.  For more information about the City commission and Council Subcommittee that continue to review all areas of the library’s development:

Existing Library
Existing Library at 40 North Milpitas Boulevard

The City’s existing library, built in 1982, located at 40 North Milpitas Blvd., is only 19,500 square-feet in area. Use of the library has skyrocketed since its opening date to nearly 60,000 different visitors annually, checking out 165,000 items each month, with peak volumes approaching 3,000 people per day. The collection has grown with the population, reducing the available space for computers and people. Once the library moves to its new location the existing building will be renovated to serve as the City’s new Senior Center.

Historic Building

The historic “Milpitas Grammar School” is a neo-classical building constructed in 1918, which served, over the years, as a grammar school, city hall, library, community center, and senior center. The historic building will be restored and adaptively reused as a centerpiece of the new library.

Plans and Documents:

  • North Main Street Development Project Final Environmental Impact Report
This Final Environmental Impact Report (FEIR) describes the environmental consequences of the proposed North Main Street Development (NMSD) Project. This FEIR is designed to fully inform City of Milpitas decision-makers, other responsible agencies, and the general public of the proposed project and the potential environmental consequences of project approval. The document consists of the Draft Environmental Impact Report, the Responses To Comments Document, the California Environmental Quality Act (CEQA) Findings and Statement of Overriding Considerations, and the Mitigation Monitoring and Reporting Program.

  • Program and Feasibility Study Summary Report
The following report describes a study for the new Milpitas Public Library at the historic Milpitas Grammar School site, located at 160 North Main Street in the Midtown redevelopment area. The study included preparing a library space program, selecting an appropriate site, developing a concept design showing the organization of the program on the site, and preparing a cost plan for the project.
  • Draft Library Needs Assessment
The Needs Assessment reports how the new library can help meet the needs of Milpitas, including art-related areas.
