2023-2031 Housing Element Update

“Let’s Talk Housing Santa Clara County” Event, August 30, 6:00 PM to 7:30 PM, via Zoom

The City of Milpitas is co-hosting a housing forum in partnership with nearby Cities. The meeting will kick-off an 18th month process to understand our local needs and values and to identify programs and policies that facilitate new housing for people at all income levels. This process will update the City’s Housing plan for the 2023-2031 housing element update cycle. All residents and stakeholders are welcome. This meeting will include a Milpitas specific discussion group. 2015-2023 Housing Element

The Housing Element is the chapter of the General Plan that local jurisdictions in California use to plan for current and future housing needs. Each jurisdiction’s projected housing need is determined through the Regional Housing Needs Allocation (RHNA) process, which is based on projected Statewide growth in households as determined by HCD.  Each city or county in California is then required to produce a Housing Element that demonstrates the jurisdiction’s ability to accommodate the housing need identified in its RHNA during the Housing Element planning period. The Housing Element is updated every eight years and commits the city to actions that will ensure a diverse and adequate supply of housing that is affordable and accessible to households at all income levels including special needs groups such as the elderly and people with disabilities.

2021 Assessment of Fair Housing

As part of the Housing Element Update and in compliance with AB 686 (2018), the City will begin working on a new Assessment of Fair Housing in 2021. The AFH process requires cities to look at ways to increase affordable housing in high opportunity areas, invest in disadvantaged neighborhoods, increase accessibility, and to decrease housing disparities and discrimination. This process will include community and stakeholder participation and data to assess factors that contribute to fair housing issues, to set priorities and goals to address disparities in housing needs, and to create concrete strategies to implement priorities and goals.
